    Fixed worst authoring issues: Changed taxiways to only be in airplane movment areas, not industrial lots, etc. Changed many illegal taxiways to pavement. Broke up terminal on sloping terrain to fix floating roof structures. Removed abusive draped signs to emulate taxi hatches, started placind taxi_hatch.lin instead. Fixed runway validation, to be refined when CIFP data catches up.

    Complied with the new CIFP data for 13L. To avoid lights on the taxiway, I had to use asphalt taxiway for the runway extension. Moreover, removed the always flatten flag.

    This submission of the original apt.dat fixes taxiway C1-D9. The apt.dat original version (in xp1025 and 1030) contains self-intersecting bezier curves which cause the main taxiway to disappear.
