      KFOE: Topeka Regl (formerly Forbes). Edited jkotva22's nice 3D airport to pass new WED validation. Adjusted ATC flow to conform. Merged a water tower around a Laminar default cell tower nearly at beacon position. Moved civilian beacon closer to terminal, away from conflict with cell tower. (Beacon too low to merge with water tower). Darkened perimeter roads a little. Cheers, HeadwinH
