When I validate the scenery pack I get error: Runway 34 threshold not within 10 meters of location mandated by CIFP data. and runway must go to other location.
Esri map and open street map give me the other location and that confused me which is right.

To resolve this error you would need to move the runway threshold to or near the circle shown on your screenshot, even if this means a (slight) deviation from the ESRI imagery.
Otherwise you need to wait for XP12 and updated CIFP data - no guarantee for more accuracy in this specific case, though.

Runway Identifier was 17/35 and changed to 16/34

For updated CIFP data we need to wait for XP12.

Airport was submitted and approved with runway matching CIFP data.
The Runway is not aligned with the newest satelite imagery
