This Seaway does exist; I was at the airport on 12/12/2021 and verified that it is there and it is full of water. It appears on the aerial layer of Google Maps for example, however it does not show up on OSM except for a small section of taxiway and Seaplane parking. It also, does not appear in any form on the default X-Plane scenery for KARA.
I am not a developer person, but was directed by Laminar to report this concern here in hopes that some kind person would fix it.

You may be happy to hear that the water runway (and the little dock area) at KARA are presented well in the upcoming XP12 version.
