ATIS assigned Runway 3 for arrivals and departures with wind of 220 at 10.

X-plane's ATC can assign any runway to you. The existence of an ILS is actually NEVER a factor in the ATC's decision.
But the active runways for any given wind can be defined in the scenery for that airport. In this case - the airport ain the default installation has ATC rules in it that cause exactly what you are seeing. So chances are, the original author of that scenery misunderstood how these rules work.

Fixed and will be included in the next Gateway export to X-Plane.
