Airport is in Wed Bot stage #18826. When exporting to Custom Scenery WED flags Metadata issue. See attached screen capture.

Fix has been posted. The issue here is the grass runway is no longer present, so I removed it. Also 17/35 was placed in the wrong location, so I moved it.
