I've check this on my XP11-R32R2 and everything seems to be ok (no flickering) - Linux env, ~30fps, antialiasing + max visual effect settings.
The problem I've found are wrong ATC flow rules - it's impossible validate scenery in WED (I had to delete these rules to export scenery pack to XPlane).
Yes I confirm the issue. I have re-opened this bug report.
The Gateway artist who built this airport placed the 'ground' and 'levels' facades too close together - and therefore both render in competition with each other at some portions of this structure.
This is not an X-Plane bug - it is an airport construction bug that would normally be fixed by an artist in the Gateway community.
There is a flickering effect on main building, it would be great to remove it.
