In this case I would use the scenery pack ID 51982 as "basis" for the revised (heliport) scenery.
Don't forget to do the following things: 1) Replace the ICAO code in the scenery's meta data with "LPPJ". If such meta tag is not present - create one. 2) Change the airport name to "[H] Heliporto de Beja" and change the airport type to "heliport". 3) Make sure to include the (non functional) runway and relevant airport infrastructure (hangars etc) - they still serve as visual guidance.
Since there's no scenery for the ID LPPJ, yet... not really.
However, you could still file a scenery removal request for LPPJ, but don't forget to add a remark like "already in the database, duplicate to LPBE".
I can still see the information regarding the UL runway in NAV.pt (the official aeronautical information for Portugal). I searched for a NOTAM regarding the closure of the runway and couldn't find any. I did find that the runway still exist but is different from the depicted scenery.
The identification for the UL runway is: LP0051.
As I pointed out, I could have missed some NOTAM where the UL closure is announced, but apart from that I believe the scenery should be "re-instated" so I can do the appropriate corrections (namely to the runway characteristics and the identification).
Please do let me know if I've missed something.

Just forgot to add: NEVER alter the scenery ID, only the META DATA for any airport code changes - that's very important!

EDIT: You need to file an "airport metadata issue" report... a scenery removal request won't work due to the non-existing scenery.

That's a good choice, because LPPJ will appear in wanted airports and someone can submit a duplicate, thank you XPFlyer.

I’ve closed LPBE. Please submit heliport only (no runway) to LPPJ.
