You are correct, the island is missing. I made the airport boundary a bit bigger so it will generate the island on the next scenery recut - we will have to wait for XP12 for this to happen, unfortunately. In the meantime I have added a polygon area to resemble the island, this can be deleted when the next scenery recut happened.
Also fixed runway position. I suggest using an automated tool like WED-o-maker when placing scenery, so gross errors like these can be avoided.

Little or no island showing- runways are surrounded by water
