Please suggest a fictitious code that follows our policy: X (for fictitious code) + country ICAO prefix + IATA or local aviation authority code (or number).

What if the airport does not appear on such list but is clearly used by local aviators and has distinct aviation location features?

In that case I would recommend you use a number. An example for a small airport with no official code of any sort in Germany would be "XED01".

XU001 Perhaps? I believe there will be plenty more so better use 3 numbers?

Hmm i forgot about the subdivisions. Perhaps XUL01.
