This all needs to be done by volunteer Scenery Gateway contributors. The ICAO of the old airport can be changed in WED, a new airport ID for the new airport needs to be requested and then someone needs to make the new airport in WED and upload it.

That means, The new Qingdao Jiaodong Airport also use the ICAO:ZSQD, so this will cause a conflict in X-plane and X-Plane Scenery Gateway.
If Qingdao Liuting Airport will not be moved to an other folder(I mean, ICAO ), the new Qingdao Jiaodong Airport will never be upload with its correct ICAO......
Since you already added the new ICAO code ZSQX to Qingdao Liuting airport you now have to file a new airport code request for Qingdao Jiaodong airport.
As soon as this request is processed you can re-assign the ICAO code ZSQD.

XPFLyer is correct: This airport was "hijacked"!
The original airport ZSQD was the old "Liuting" airport - correct procedure would have been to request a new airport ID for the newly built airport "Jiaodong".
But - since the damage is done (and Julian didnt catch this secret "move") and the old airport will be closed, we can simply move on with this being the "new" airport, I think.

It's a pity that I can't upload the version which ICAO is ZSQD to the gateway because of the CIFP problem. The CIFP data of the runway is still in the old Qingdao Liuting Airport. Hope XPlane can adjust the CIFP data to the new airport. Thanks.
Qingdao Jiaodong airport is a new airport opened on Aug.21, 2021. Its ICAO code, which is ZSQD, is same as the old airport Qingdao Liuting airport, which has been closed. The gateway CIFP data of ZSQD is Qingdao Liuting airport's data, the old one. If we use ICAO code ZSQD for Qingdao Jiaodong airport's scenery, there will be some runway issues. So we cannot use the correct ICAO code for Qingdao Jiaodong airport but use ZSQX as replace. It will cause multiple issues when apply this scenery in XPlane such as cannot identify the navdata of this airport. I hope gateway updata CIFP data so we can use the correct ICAO code for Qingdao Jiaodong airport.
You need to apply for a new airport ID at the new location of the new airport. Then - after this new airport ID is issued (it will NOT be the same as the ICAO ID) you can make the new airport (using the issued airport ID) and THEN add the ICAO ID of ZSQD to the new airport as META DATA.
You can NEVER move an ICAO ID to a new (physically different location) airport.
If this is not clear to you, please don´t do any airports for the Scenery Gateway.
I follow your step, but the validation still tell me that CIFP data problem as long as I add META DATA ZSQD . And here is picture of the information I edit in WED, which airport ID is XZ001I (the new requestment for Qingdao Jiaodong International airport).
It looks like you placed the new airport correctly with the new airport ID and the meta data ICAO.
But it may take many months for CIFP data in Xplane to reflect this new reality, I suggest to check back every two weeks or so if it updated internally and allows uploading of this new airport.

To those who download this scenery: You may revise the airport ICAO code to ZSQD in apt.dat, which is able to be edit by notebook, then you can use this scenery normally.
ID ZSQD is for Qingdao Liuting Airport (Closed on Aug. 12th, 2021) in gateway, but the content in pack 86736 is Qingdao Jiaodong Airport (opened on Aug. 12th, 2021), whose ID is XZ001I in gateway. The artist submitted this pack with the old one's ID before the new one's ID was assigned. In XPlane12.00beta, this pack cause conflict with XZ001I. See photo in attachment.
Please stop accepting submission for ZSQD and remove this pack from Global Airport folder in XPlane, thanks.

I'm now informed this is progress, but my approach would have taken a much cleaner path towards a solution. From the data presented to me, the new Qingdao Jiaodong Intl (ZSDQ) is co-located with the old discontinued one. Understand this will be fixed in due course, so I request that my submission be ignored.
Qingdao Liuting Intl. has no longer in use, there's the newly built Qingdao Jiaodong Intl.

This is all settled, the old Qingdao airport is now closed in XP and the new one available with the ICAO code “migrated” to it.

The airport in this pack should be submit with ID XZ001I instand of ZSQD. I will submit a new pack to get rid of 92947
