Using default XP11.36r2, FAA CIFP (1910) as global overide earth_424.dat in Custom Data, with default KBUR scenery, the default Baron, loaded engines running on Rwy 08 at KBUR. NAV 1 and 2 tuned to 109.50MHz, but the NAV and GS FLAGS visible and unable to receive the ILS in the Baron. Note you are able to hear the morse Ident. See .ORG Thread post https://forums.x-plane.org/index.php?/forums/topic/191981-misaligned-localizer-courses-best-nav-data/&do=findComment&comment=1755853.
Note: the nearby KVNY 16R ILS-cat-I (IVNY) that works ok using the same FAA
