runway position does not take displaced tresholds into account

The runway position in the metadata is the treshold position, NOT the displaced treshold position. As a result the displaced treshold(s) can't be placed.
Taxiways are fictional, second runway (which may or may not actually be in use) isn't there, and in the metadata has the same problem as the primary.
Found trying to implement the field for XP12
