NILUG seems to be present in the current data. Is this the wrong location? If so, then what is the correct location (in decimal degrees) and source.

You are right, My mistake. For some reason it didn't appear when i imported a flight plan from a website. The source i used was the STAR chart for runway 01L/R from this website https://www.aro.lfv.se/Editorial/View/IAIP?folderId=55 . It states that NILUG is at 584857N 0175305E . It appears that Xplane waypoint NILUG is at the same location so this problem is fixed.
