This page shows this ICAO code belongs to PORT MORESBY ACC/FIC/COM, but it also lists about a dozen codes for the same airport so I'm not sure how to interpret this.

Probably that website is bugged or has wrong or incomplete info about those codes, because when I search google pretty much every website, except notams from the faa, uses AYGB as Gobe's ICAO

OpenAIP doesn't have a code for it at all. I'm basically not confident that this is a real ICAO code for this airport. It's also pretty unusual for unpaved runways/airports to have an ICAO (it looks like a gravel runway from Google satellite images).
