I mistakenly filed this @ the scenery pack department, now once again here.
The localizer at VTSP in reality has an offset of 1.4 degrees from the runway direction, in X-plane the localzer runs parallel, that leads to the approach being impossible to be simulated properly.
The placement of the localizer is correct, the heading is wrong.

Hi Steffen,
could you provide the correct data for this approach? Just edit the relevant line found in the earth_nav.dat file that resides in /Custom Scenery/Global airports/Earth nav data. When you are happy with the results, add the line here to this bug report, so Robin Peel just needs to copy+paste.
That would help a lot! Thanks, Jan

All right, here comes the silver platter.
So, the runway heading in game is 264.45°
According to charts it's 265°, that's reasonably close.
Old earthnavdata line 3022 has:
4 08.11359200 098.30684700 19 10990 18 263.454 IPKT VTSP VT 27 ILS-cat-I
leading the ILS loc to point away to the north when it should point south.
Changing that line to:
4 08.11359200 098.30684700 19 10990 18 265.820 IPKT VTSP VT 27 ILS-cat-I
gives pretty decent results.
But be aware, I'm just an amateur.

Addition:
what I'm finding strange is that my Navdata subscription current AIRAC shows IPKT at a heading of 264.572°, which is somewhere near runway heading, but still without an offset and clearly faulty. This is confusing.

Often the AIP of a country does not provide LOC headings... in this case the data provider calculates them with the associated runway endpoints. This usually works, but not in cases like this.
Thanks for figuring out the correct heading, I will double check when back home...
Cheers Jan

This has been fixed for the next data release. Not sure how it got 'unfixed' - for many years, it was correct!

Like this airport...
So tried to find out what is wrong.
This is how far I came...
Check google maps, Little Navmap etc.. All indicate the abnormal ILS configuration.
Then I found out that on airports where there is no space to place the horizontal VHF (in this case water) they place it next to the runway with offset as result.
It is then calle3d a LDA instead of ILS (Localizer type Directional Aid) and should be considered as a non precision approach...
Good Luck!
