As already commented, the Transport Canada code for this airport is CPZ3. It is a Canadian Military airport and has no ICAO nor IATA code. CPZ3 should be used as the ICAO code for the airport for X-Plane referencing.

If an airport does not have an official ICAO identifier, but does have an IATA or local aviation authority code, it will still need a unique ICAO identifier on the Gateway and in X-Plane. The format for designing these codes should be: X (for fictitious code) + country ICAO prefix + IATA or local aviation authority code.
