Can Chinese government collect tax in Taiwan? All Taiwanese airports' ICAO come with beginning RC, not Z, ain't they?

That's is an insult to all Taiwanese people; the same way Saddam Hussein acclaimed Kuwait was part of Iraq. Totally non-sense at all.

I don't think ICAO code is a reason. Hong Kong and Macao airport' s ICAO code don't begin with "Z" too , but they are part of China. And the ICAO code is separated by a huge area, not a country. "R" is for the Asian side of Pacific Ocean , "C" for China , like "J" for Japan and "K" for Korea.

Oh my - lets not get too heated here.
As per ICAO document 7910 http://aviadocs.net/icaodocs/docs/7910-146.pdf page 55 the prefixes RC,ZB,ZG,ZH,ZJ,ZL,ZP,ZS,ZT,ZU,ZW.,Y are all listed as being used for locations with a "Nationality" of China. Since X-plane meta data is ICAO based, that's what it is.
Also note the disclaimer on page 4 of the document w.r.t. the legal status of any country, territory or authorities mentioned in the document.
