Inuvik scenery does not show in X-Plane 10.35

I unpacked the CYEV_Scenery_Pack to Custom Scenery folder. I restarted X-Plane 10.35 but no scenery shows at that airport. The CYEV_Scenery_Pack is at the top of my ini file in Custom Scenery. There is no error messages for CYEV or Inuvik in the log.txt

    This pack is an upload from the default scenery included with X-Plane. It is a 2d scenery that has not yet been improved by an artist, so the only thing there is the runway.

    This airport should be included with X-Plane 10 Global if you have the appropriate scenery installed.
