14W is the same as NC28 - they are the same airport (and 14W is defunct as the identifier).

    Airport identifier-code changes are accomplished by re-submitting the airport to the Gateway. The primary (original) X-Plane Airport ID must remain the same, but the appropriate metadata (ICAO, FAA, IATA, etc.) should be inserted (or removed) in WED, and the modified airport uploaded to the Gateway.

    In this case, import 14W from Gateway into WED. Inject identifier NC28 into the appropriate meta field (FAA / IATA / other), and then re-submit 14W to Gateway.
