The airport has been closed for a while and is nowadays a solar power plant, not a useable runway structure anymore.
Actually, I'd say we can convert this into a REMOVAL request. The Vandel MIL airport is nowadays a solar power plant - you can still see where the runway used to be, but there are no useable structures anymore. So completely removing Vandel MIL would also be an acceptable solution.

Please file a new airport code request - with the ICAO button set to 'No'.

No new airport code needs to be requested. The Vandel MIL airport just needs the ICAO field emptied in WED. No need for @Julian to do anything.
