      Fixes for issue XSG-1467: Airport needs exclusion zone. Added exclusions for forests and objects. The tower is not manned, so I fixed the ATC frequencies to say it has AFIS only. The ATC flow rules looked bogus/incomplete so I simply removed them, which hopefully should take care of the problem of planes getting stuck.
