I constructed a replacement build for this airport. Gateway validation error is not clear to me. The reason may be the WED bot sees 3 RWY's, two are closed and now just unused pavement in bad shape. See Satellite shots. I've corrected all of this in my all-XP build. I tried to upload the original
back to the Gateway, same problems.
CIFP data is updated periodically in X-Plane, and may be slightly outdated at any given time. Gateway airports must always concur with the version of CIFP data present in X-Plane, even if changes have occurred to the real airport since that data was published. This is because the FMS and GPS units in X-Plane also use the same CIFP data for flight planning. It is therefore recommended to submit the airport to the Gateway according to the CIFP validation in WED, even if this is outdated. Where runways have closed, you may elect to add closed markings to the scenery.

Sadly, even if a runway is closed. Until this info is updated in X-Plane you still have to include the runway. Easy way for now is to draw an X on it.
