b) because Navaids as such are not "scenery objects" really, they don't obey object exclusion zones either (I think)?
I find it a bit strange that the scenery submission has been rejected due to the misplaced Navaid... (edit: or have I possibly misunderstood something?)

To add ILS to runway 03, open WMKM in X-Plane, then Location->Local Map, Edit.
Click "Add ILS":

Click Add GLS:

You'll probably need to correct the VMK VOR location as per the issue I reported for the charts to make sense.
