Hi! I'm not sure, because "X" is the prefix for Russian military airports (in the KOI7 encoding it maps to the Russian letter "Ь"). Since it is a civil airport, I would prefer something starting with a "U" for it.
If it has no official ICAO code assigned by the ICAO, its x-plane airport identifier should be XPUSSL or XPXUSSL.
After that set the "Local code" and "Local authorithy" tags in WED 1.6.1 or newer to indicate the name as desired at submission time, but it still can be only one name, never two.

Loginovo is a small general aviation airfield near Kamensk-Uralskiy.

It does not have an ICAO code. Since it is near USSS and USSK, I suggest code "USSL".

Ah wait, I found out it has both УССЛ (USSL) and ЬССЛ (XSSL) assigned internally, as mentioned in http://www.caiga.ru/DocAni/manual_of_4_letter_indexes/Indexes_of_Airports.pdf
I would have preferred the first way, since it would be more consistent.
The airport ID is "USSL", as referred on p. 28:

Sorry about sending the wrong info earlier on.
