There are no aircraft carriers or warships in the port.
This is used by the Japan Maritime Self-Defense Force as a base for seaplanes.

    Maybe they left to do a surprise raid on some unsuspecting island? 😉

    In XPlane we only have two US warships to add as scenery objects, a Nimitz class aircraft carrier and a Perry class frigate. I checked the satellite picture but could not see any carriers or other big warships on it.
