I believe that the Kuwait airport is already included in Xplane, its airport identifier is OKBK.
The ICAO identifier was recently changed from OKBK to OKKK, this can be accomplished by changing the META data tag in WED.

Hello, How can I change the META data tag?
Jan Vogel March 10, 2023 6:22 PM
You need to download the latest recommended airport through WED, change the data in the meta tag and then upload the fixed airport to the Scenery Gateway.
I will re-open the issue, and if you can´t figure out how to do it (google “scenery gateway x-plane), I will do it when I have time for it 🙂

Just on this issue, and we've seen a lot of traffic on the forums.
Since Kuwait in XP still carries the old OKBK, even if the meta data tag is changed to OKKK, this still throws errors when trying to load procedures for OKKK or OKBK because the navdata supplied by suppliers only recognises OKKK. The name needs to change in the XPlane itself to rectify this issue.
Thanks for your time.

Robert, as of now the new package with the new code hasn't been included in any released version of X-Plane, and therefore the new code isn't yet visible in the sim (maybe it's in 12.06 beta, I'm not using that one).
If you want to see the new code in the sim you'll have to manually download and install the latest approved version from the gateway and add it in your custom scenery directory.

And no, the airportID of this airport will never be changed, third-party navdata suppliers will certainly know that the ICAO code is now OKKK.
If an add-on aircraft or other application (EFB, etc.) samples the airportID instead of the ICAO or FAA or LOCAL ID, please contact the dev of that add-on and have him fix that.

Hello all, just changed inside my Global Airports APT.DAT from OKBK to OKKK and the issue was solved. Would be best that Global Airports be shipped with this kind of critical data. Anything that a random user could do to make this really small piece of information to be included as default?

Greetings guys !
I've tried and changed the airport name as well as ICAO code via APT.DAT file located in Global Airports from OKBK to OKKK. It worked nicely and the ILS and localizer captured the frequency while approaching phase as it wasn't working with Navigraph Cycles. However, keep in mind that you might loose some objects such as Terminals, Taxiways ..Etc. Any ideas regarding to that issue would be amazing. Happy Flying !!

don't do that, mohd. Instead download and install the new pack from the gateway...

ICAO is now OKKK (airport ID is still OKBK and that is correct).
