More Flattening, Pavements not Smapping

Airport need more flattening than borders provide.
Default WED asphalt will not meet up with Dark Asphalt 1D. On this build I overlapped default into Dark 1D, It worked but situation needs to be corrected in WED. Not the first time with this experience.
