The scenery pack 88578 is approved and recommended. For some reason, it is not in the global airports that ship with X-Plane 12.

Could be a “victim” of the recent problem where airports did not have a “recommended” status by accident. This was since fixed to not happen anymore and the next update should reinstate HEBA (and many others).
