I don't understand how the checkout system works. This is the 2nd scenery I have checked out where a version was submitted and accepted while I was working on it.
The checkout is just a warning to other artists - not an exclusive right. Often people check out an airport, but never work on them...
You can see that I just spent a tiny bit of time on KSYR, just fixing the most glaring errors. When you submit your scenery, make sure that it also fixes the issues I mentioned in my comments, and let Julian know that you also fix those issues, like boundary and taxiways used illegally (he will look for those specifically). He will then accept your scenery as the "better" one.
