The ILS is indeed the nav data, I mentioned I can see in the FMC. However it doesn't appear in the XPlane map (the one that appears when you press "i") and I cannot use it. I cannot tune it. I have tried with several aircraft and airport sceneries. I use Ortho scenery and XEurope but I don't think that's related. Could it be?
Can you actually tune the ILS and fly an approach with it?
I attach a screenshot where you can see ILS30 works but ILS12 doesn't.

It is worth mentioning that there are 5 possible sources of nav data in X-Plane 11 !!! You should search for any conflicting data. But, these sources are additive, so it's hard to see how the LEBB ILS12 data is being suppressed,
In increasing order of priority (data is matched on a navaid by navaid basis from each source):
Default data shipped with X-Plane. This is a one-off dump from Navigraph.and is not frequently updated:
X-Plane 11/Resources/default data/earth_nav.dat, earth_fix.dat, earth_awy.dat and CIFP data (approaches for FMS)
3rd party subscriptions (eg. Navigraph, Aerosoft) purchased by user at extra cost:
X-Plane 11/Custom Data/default data/earth_nav.dat, earth_fix.dat, earth_awy.dat and CIFP data (approaches for FMS)
Updated FAA approaches, not shipped with the sim, but an optional update from FAA-published data:

Curated ILS data maintained by Robin (me!). Intended to support the latest airport data from the Scenery Gateway. Corrects poor data quality in Navigraph and Aerosoft data:

Thanks for this info. It looks like LEBB_Scenery_Pack was downloaded from the Gateway into your Custom Scenery folder. This scenery pack was created for X-Plane 11, and cannot be guaranteed to work for X-Plane 10.

Great scenery, there are some minor typos:
floor sign in C4 should say rwy 28 instead of 23.
when vacating via C4 left sign should say A2 instead of A1.
in T3 towards T4, left sign should say A2 instead of A1.
vacating via C1 left sign should say C1 instead of C2.
in threshold rw 28 there are two signs, "10-28" then "12-30". "12-30" should be replaced by "10-28" too.
in A2 the arrow in the floor sign 12 should point to the right, not a diagonal arrow
in T3 coming from T2 the floor sign to enter platform via A1 should say A1 instead of A2.
Looking for perfection, H12 and H21 parkings are missing.
I have tried to update the scenery myself but I am getting many errors when exporting the package and I don't want to mess it up, sorry!
The ILS in runway 12 is missing. AIRACS have it so they appear in the FMCs but you can't actually use it.

The ILS 12 at LEBB is in the latest default nav data and works fine for me.

Yes, I successfully flew the approach to runway 12 at LEBB on 111.55 with the default nav data. The ILS appeared on the map.

See submission 105354 (currently under evaluation).
ATC's GND is incorrectly classified as AWOS, so the X-Plane's ATC panel shows two ATIS frequencies and no Ground controller frequencies.
