I think that the update that was posted on Dec 28, 2018 fixes your issue. You may need to manually download this as it may not be included in the current version you are using.
On XP 12.09 rc5 : Tower frequency set variably at 130.000 or 135.975 instead of 118.625, as if XP12 changes the frequency by itself. Scenery compaibiliy issue ?

TWR frequency is still up to today 118,625 indeed at the real airport.
Interesting report. It like XP12 was aggregating the frequency like it is done sometimes IRL.
I don't have a real answer at this stage.
Check your log.txt - it could be that XP assigns a random frequency to this tower to avoid an overlap with another airport that has the same frequency.

I think it is a bug in XP12.09rc5. There are 2 files apt.dat and atc.dat. Frequencies in apt.dat have 6 figures, and atc.dat only support 5 figures. Now when XP detects a difference between the two, it give a default frequency like 130.000. So a workaround is to set Tower at 118.600, so I write 118600 in apt.dat and 11860 in atc.dat. I have already reported this bug to Laminar. Have a good day.
Yes, Michel your tests on the forum shows X-Plane 12 does not handle 8.33 spacing at this time. I didn't test on my install, but you are at least two with the problem that 11860 is good, but 118.625 is getting changed by X-Plane on the go.
This is working correctly; from the screenshots you’ve set FREQ to have a six-figure value in atc.dat but that’s not accepted. FREQ is for 25kHz values, CHAN is for 8.33kHz. If you look in the default atc.dat file there are examples there.
What was wrong, though, is that these errors weren’t being logged so I’ve corrected that.

bug XSG-15137 was closed too soon. Issue is now found :
Billom and Bort l'Etang are predating the major airport LFLC frequencies

I have just uploaded this scenery. Do not know why it shows 2D instead of 3D. It is a real 3D scenery.

No 3D objects contained in scenery pack Artist has likely forgotten to place the 3D objects inside the airport hierarchy before exporting to Gateway.
No missing runway that I can see. Maybe problem will resolve with March 11.2 XP update which includes latest airports.
Runway 16/34 don't have the right heading. The taxiway are placed on the wrong side of the runway. The Small grass runway is missing too.
