Airport ID´s will never change anymore in XPlane. They are fixed forever to the geographical location of an airport structure.
To change the ICAO ID (this is what you were talking about, I believe) you need to change the Meta Data tag in WED (ICAO ID).
So the Airport ID of any airport at this location will be “UI78” but the ICAO ID will be UIBM (after you or someone else makes the change in WED and uploads the change to the Scenery Gateway).

According to AOPA Russia (Russian Commercial pilots organization), the right airport ID is UIBM.
