This is a completely new airport that started scheduled service in June under the ICAO-Code LRBV. It has instrument procedures including an ILS to RWY 21.
The nearby small airfield LRBG continues to exist.
Not on a global scale - but you can import the airport into WED, add exclusion zones and then export the scenery pack to your own computer to provide a building-free experience.
By the way - the scenery recut will not take care of the issue - only the next version of X-World after the scenery recut will likely take the new airport boundary into account.

When used with the latest simHeaven X-WORLD, there are building incursions on the runway, apron and road.
Could we keep the exclusion zones in for now until an eventual X-Plane scenery recut takes care of that?

Does this airport work in XP11 too?
Please can the ID code be updated to LRBV as the XLR code is causing issues with popular plugins and add-ons that expect an ICAO code.

No, this is not possible. The airport has an ICAO code, it is set to LRBV. You can see that here:
https://gateway.x-plane.com/airports/XLR0003/show
If an addon is not able to see this ICAO code, it needs to be updated to do so.
