ILS approach lights extends out of airport boundary

Both on runway 15 & 33 has ILS approach lights extends out of airport boundary, trampling over roads, woods, down the hillside... Very comical. This airport has RNAV approach only. I believe this airport has Medium intensity runway lights (MIRL) only, as far as I can search on the inter-web.
